Sydney boating deaths hasten tighter regulations

On June 4, NSW Minister for Ports and Waterways, Joe Tripodi announced major reforms to the state's marine safety laws. The reforms include the introduction of new penalties for dangerous behaviour and a compulsory practical component for aspiring boat skippers. They give NSW Maritime and Water Police officers new powers to direct skippers and enforce boating safety laws. "This is the biggest overhaul of marine safety rules and practices in a decade", Mr Tripodi said. "New penalties, including jail terms and fines, will apply for dangerous navigation, overloading a vessel, endangering public safety and driving while disqualified. NSW Maritime and Water Police officers will have new powers to enforce the law and direct boaters to act safely. Boat licence requirements will be strengthened by requiring practical boating experience before a licence is issued and increasing penalties for operating a vessel while disqualified. NSW Maritime night-time patrols will also increase, with blitzes on vessel lights. New powers will give NSW Maritime and Water Police the mandate to immediately suspend registration when vessels are found operating outside the law. This includes vessels operating at night with insufficient lighting." NSW Maritime will renew its focus on boating education, targeting lifejackets, skipper responsibility, offshore sailing training, boating near electrical crossings and behaviour in dangerous conditions such as crossing bars. Other elements of the package include:
  1. The creation of new offences for operating unsafe vessels;
  2. A new system of maritime alerts to warn of dangerous conditions, covering bar crossings, rock fishing and alpine boating;
  3. A requirement for vessels to display information for passengers on life jackets, maximum passenger numbers, restrictions on alcohol and skipper responsibilities;
  4. New height and signage requirements for overhead electrical crossings; and
  5. Changes to training and safety standards for offshore sail training in NSW. The legislation follows the deaths of six people in a boating accident on Sydney Harbour on May 1. The draft legislation was introduced to State Parliament in June.

Riviera's new flagship 5800 sports yacht

Riviera's 5800 Sport Yacht, to be launched at the Sanctuary Cove International Boat Show in May 2009, is the latest in the company's European-style sport yacht series. The Riviera 5800 SY has the option of either three or four cabins, including full-beam master stateroom with midships king-size double bed, the option of a galley in the saloon or below decks, an expansive cockpit with large dining table and a garage that can accommodate a 3.2-metre tender. Fixed and opening portlights in the hull are a striking feature that, together with opening portholes each side, add natural light and ventilation into the full beam master stateroom and the other cabins. Another external feature new to Riviera design is the anchor system with anchor chain and winches safely below the deck line. The VIP guest stateroom forward features a queen island double bed and ensuite. The starboard twin cabin can be converted to a double by sliding the inner bed across. The bedside table disappears under the sliding bed to reveal an alternative bedside table. The port side cabin features upper and lower bunks. This cabin is replaced by the galley in the below deck galley layout option. A third bathroom is available to serve the twin cabins. The main saloon features a large U-shape galley aft and a large dinette forward. The forward section of the galley doubles as a breakfast servery with two stools forward. In the below deck galley option, the saloon galley area is replaced by a leather lounge. Helm and companion seats forward on the starboard side swivel to face aft. In the cockpit, a massive high-low table has seating for up to eight people fore and aft including an optional aft-facing seat. The 5800 was designed using Riviera's new NX three-dimensional CAD software system. The boat uses Volvo Penta IPS propulsion, an integrated system of marine diesel engines and steerable drive units mounted under the hull with twin counter-rotating, forward-facing propellers. Three Volvo Penta IPS 600 diesels rated at 435hp each are standard. The hull has been constructed using infusion moulding technology rather than the traditional open moulded lay-up of fibreglass and resin. The resin is introduced to the hull mould via an injection system and drawn through the glass fibre layers using vacuum suction. This system was first used with Riviera's 4400 SY. Australian marinas aim to go carbon neutral

The Marina Industries Association of Australia (MIAA) and the Carbon Reduction Institute (CRI) have announced the launch of a new climate change action plan for Australia's marina industry, the Low Carbon Marina Initiative. Both the MIAA and the CRI are anticipating a 20 per cent reduction of greenhouse levels for the whole marine industry by 2015 through the Initiative. The Initiative makes it easier for marinas across Australia to first calculate their carbon footprint, then to partially or fully negate it by either reducing carbon output or else purchasing carbon credits, or a combination of the two. Marinas entering the program can choose to become either 'NoCO2' certified, i.e. completely carbon neutral; or 'LowCO2' certified, in which case a certain percentage of operational emissions is reduced. Once a marina has become 'NoCO2' or 'LowCO2' certified, it has the right to display the Institute's certification logos on flags, posters, websites and so on. The marina industry is particularly vulnerable to climate change as increased storm and cyclone intensity, rising sea levels and changes in rainfall patterns come into effect. It is hoped that the Low Carbon Marina Initiative will help solve dangerous climate change while preparing marinas for any future legislation on the issue as well as any changes caused by increasing temperatures. The MIAA itself is also part of the program and will soon be certified 'NoCO2'. CRI uses published life-cycle data, an input/output analysis of the Australian economy and emissions factors provided by the Department of Climate Change to calculate marinas' emissions. Through accurate and thorough calculations of emissions from a broad emissions boundary and the subsequent purchasing of verified, real and permanent emission offsets, each marina will have a valid claim to carbon neutrality.
